Abstract

Various audit reports of The Comptroller and Auditor General (CAG) of India have categorically observed a huge rush to expenditure by the Central and the State Governments during the last quarter of the given financial year as well as during the last month of the financial year. The financial ethics clearly spell out that rush to expenditure, especially in the last months of financial year should be avoided as it is regarded as breach of financial propriety on the part of the government. Also, such an act may seriously undermine the quality of expenditure and raises qualms about the accountability of public expenditure. The present paper is conceptual in nature and highlights the issue of rush to expenditure in public spending. The paper is based on secondary data collected from various audited reports of CAG. Few major states have been taken for the purpose of assessing the rush during the last three financial years i.e. 2009-10, 2010-11 and 2011-12
