MARGINALISED GROUPS AND LOCAL GOVERNANCE IN ODISHA

Untouchability based upon the caste as remained of black spot of Indian society. Not only social hatred but deprivation of untouchables from mainstream of the nation was also caused. The 73rd constitutional Amendment Act, 1992 has brought rays of hope into the life of these marginalized groups namely, SC, ST and Women. The positions of Sarapanch( village Pradhan) have been reserved for them and landmark step towards engendering the Women was came to be taken as 33 % of the seats have been reserved for them either for Sarpanch Post or Panchayat Members.
However, the present paper pertains to the history of the women and scheduled caste and scheduled tribes reservation in Panchayati Raj Institution. Then the paper will discuss some major obstacles in the path of women and SC/ST reservation in Panchayat Raj Institution. These groups have been neglected since period immemorial, but this Amendment Act has brought about the equality, empowerment amongst these groups. This paper would emphasis on the prevailing scenario of the state of Odisha. In addition to this Act certain relevant provisions of the constitution of India will also be referred to.
