Abstract

Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) was enacted in February, 2006 with an objective of providing at least one hundred days of guaranteed wage employment in financial year to every household whose adult members volunteer to do unskilled manual work. The objective is to strenghen the livelihood resource base of the rural poor. The adult member of the household will be issued a job card which will be valid for at least five years. The Act has a provision of giving unemployment allowance if job is not provided within fifteen days from the date of registration. One- third of the beneficiaries are the women. Gram Panchayat is authorized to run the scheme at the state level. There are four categories of permissible work covering almost every area of work available for the rural poor. The centre and state government will jointly bear the total cost on a predetermined ratio. The Act also has provision for social audit once in every six months. It includes redressal mechanism as well. The scheme to alleviate poverty is formulated well but there are many drawbacks and challenges which need to be addressed, resolved and taken care of.
